June 2026 marked an important moment in the evolution of Europe–GCC relations. While the immediate security implications of the Iran war have gradually receded, attention has increasingly shifted towards the longer-term political, economic and industrial consequences of the conflict. Across defence, investment and diplomacy, recent developments suggest that cooperation between Europe and the Gulf is becoming more structured, institutionalised and multidimensional than at any point in recent years.
This month’s report explores three interconnected dimensions of this transformation. The first examines how the post-war environment is accelerating Europe–GCC defence-industrial cooperation, with France, Italy and Spain emerging as key partners in Gulf localisation and industrial development strategies.
